The airfield sits in the area developed southwest of downtown Ogden, Utah, on land originally set aside in 1940 for army air service training requirements before the airport reopened at its present site in May 1943. It is a tower-controlled aerodrome, and pilots should expect to operate within controlled airspace when the tower is active. The field lies at coordinates 41.1951, -112.012 and an elevation of 4,442 feet.
The airfield has two physical runways. Runway 03/21 is a hard-surfaced, lit runway equipped with an ILS approach to runway 03; published lengths are 8,083 feet for runway 03 and 7,233 feet for runway 21. Runway 17/35 is a hard-surfaced, lit runway measuring 5,173 feet in both directions.
Ogden Hinckley operates a control tower on 118.7 MHz, which also serves as the field's CTAF. Ground movements are handled on 121.7 MHz, and UNICOM is available on 122.95 MHz. ATIS/ASOS weather information is broadcast on 125.55 MHz. A remote radio outlet for Cedar City is published on 122.45 MHz, and an additional air/ground frequency of 121.1 MHz is listed for the field. An ILS approach serves runway 03.
As a tower-controlled airport, arriving traffic should contact Ogden Tower on 118.7 MHz for sequencing and joining instructions; the same frequency serves as CTAF for use outside tower hours.
Ogden City has managed a municipal airport on this site since 1928. In 1940, work began on developing land southwest of Ogden to meet army air service training requirements, and the airport was reestablished and reopened at its current location in May 1943. In October 1943 it was dedicated as the Robert H. Hinckley Airport, honouring Hinckley's role as co-founder of Utah Pacific Airways, one of the largest fixed-base operators in the Rocky Mountain area, creator of the Civilian Pilot Training program that trained pilots for the Second World War, head of the Civil Aeronautics Authority (later the FAA), co-founder of the ABC News network, and founder of the Hinckley Institute of Politics. Western Airlines began mail and passenger service from Ogden in 1943, joined by United Airlines in 1946, though both carriers withdrew by 1960 owing to poor demand.
The airport continues to host a mix of general aviation and flight training alongside limited scheduled airline service. Allegiant Air began service to Mesa/Phoenix in late 2012 and has maintained it since. In November 2023, Breeze Airways announced non-stop service from Ogden to John Wayne/Orange County Airport, commencing in February 2024 with flights on several days of the week.
