The airport sits about 18 km north-northeast of Banja Luka's railway station, in a wide valley near the Vrbas river, within the Laktaši municipality of Republika Srpska, Bosnia and Herzegovina. It is classified as a large international airport with customs services, reflecting its role as the main air gateway to the city.
Banja Luka has one physical runway, 16/34, oriented broadly north-south. It is 8,230 feet long with a hard surface and is lit for night operations. Runway 16 is equipped with an ILS, giving pilots a precision approach aid when arriving from the south; the reciprocal runway 34 has no ILS listed.

Construction of Banja Luka Airport began in 1976, when it was developed as a secondary airport handling only domestic traffic within the former Socialist Federal Republic of Yugoslavia. Following the Bosnian War and the establishment of Republika Srpska, with Banja Luka as its de facto capital, the airport gained new strategic importance. It opened for civilian air traffic on 18 November 1997. Between 1999 and 2003 it served as the main hub of Air Srpska, the short-lived flag carrier of Republika Srpska, founded jointly by Jat Airways and the Republika Srpska government; the airline ceased operations in 2003 amid mounting debt. The airport's facilities were substantially upgraded in 2002 and 2003 ahead of a visit by Pope John Paul II to Banja Luka in June 2003. A planned successor carrier, Sky Srpska, was founded in 2007 but never acquired aircraft and was wound up in 2013. On 15 December 2010 a symbolic charter flight to Brussels marked the abolition of Schengen visa requirements for Bosnian citizens. Over the years the airport has hosted flights to destinations including Vienna, Belgrade, Zurich, Ljubljana, Salzburg and Tivat, with carriers such as Austrian Airlines, Montenegro Airlines, Jat Airways, Adria Airways and BH Airlines all operating services at various times, often supported by government subsidy.
Banja Luka International Airport is today served by low-cost and charter carriers including Ryanair, which began operating from the airport in 2018 with routes to destinations such as Brussels Charleroi, Memmingen and Berlin, and Wizz Air, which launched services in 2021 to cities including Dortmund, Basel/Mulhouse and Eindhoven. Air Serbia maintains a subsidised link to Belgrade, and seasonal charter operators such as Aegean Airlines, Air Cairo, Freebird Airlines and Tailwind Airlines serve holiday destinations including Athens, Hurghada and Antalya. The airport is managed by the government-owned company Aerodromi Republike Srpske and operates as a customs-designated international airport.
