General Heriberto Jara International Airport (MMVR) serves the city of Veracruz on Mexico's Gulf coast, combining scheduled airline traffic with military and general aviation use. Built in the 1940s and rebuilt in the 1960s, it remains an active mixed-use aerodrome with a full air traffic control service, making it a straightforward destination for a VFR pilot to plan into provided the appropriate procedures are followed.
General Heriberto Jara International Airport, officially named for the Constituent Deputy and former Governor of Veracruz, lies on the outskirts of the city of Veracruz in the Mexican state of Veracruz-Llave. It is operated by Grupo Aeroportuario del Sureste (ASUR) and handles scheduled airline services for the Veracruz metropolitan area as well as the wider region including Córdoba, Orizaba and Xalapa. Alongside its commercial role the field also hosts Mexican Navy facilities and supports flight training and general aviation activity, giving it a varied character that will interest a simulator pilot looking for a busy but approachable Gulf-coast destination.
The airport sits on the outskirts of the city of Veracruz, close to the Gulf of Mexico coastline. It is a controlled aerodrome with its own approach and tower services, and is used concurrently by civil airline traffic, general aviation and Mexican Navy operations, the latter maintaining facilities on the field.
The airport has two physical runways. The main runway, 01/19, is 7,853 feet long with a hard surface and runway lighting. The secondary runway, 10/28, is 4,975 feet long, also hard-surfaced and lit. There is no ILS available at the field.
Traffic is worked by Veracruz APP on 120.4 MHz and Veracruz TWR on 118.5 MHz, with an ATIS broadcast available on 127.8 MHz.
Veracruz Airport was built in 1942 in an area known as Las Bajadas, with construction carried out by Compañía Mexicana de Aviación using financing provided by the United States government through Pan American Airlines under special allocations from the US Congress. During the Second World War the Naval Aviation School was established at Las Bajadas in 1943, using aircraft previously belonging to the Mexican Air Force, and further improvements including fuel storage facilities followed in 1956. Facing bankruptcy, Mexicana de Aviación sold the airport to the Mexican government in 1964, and between 1965 and 1970 the field was completely reconstructed on the site of the original airport, with new runways, taxiways, aprons, a control tower, terminal, access road and fuel station, along with air conditioning, high-intensity lighting and visual aids. In 1974 the Naval Air Station of Veracruz was established, taking over the older airport facilities. During the 1990s the airport passed into the hands of Grupo Aeroportuario del Sureste, the first concession of its kind to private initiative within that consortium. In 1999 the Mexican Navy began a program to build kit planes and light helicopters at the Naval Air Base, and between 2014 and 2016 the passenger terminal underwent modernization and expansion.
The airport continues to operate under Grupo Aeroportuario del Sureste as a mixed civil and military field, handling scheduled airline services to destinations within Mexico and the United States alongside Mexican Navy operations based on the airfield. It supports tourism, flight training and general aviation activity, with a dedicated general aviation apron offering parking for fixed-wing aircraft and heliports for private aviation, plus civil aviation hangars and cargo and logistics facilities adjacent to the main terminal.
