Kansai International Airport (RJBB/KIX) is Japan's pioneering offshore airport, built on an artificial island in Osaka Bay to serve the Kyoto-Osaka-Kobe conurbation. For a simulator pilot it offers two long parallel runways with full ILS coverage and round-the-clock operation, set against the dramatic backdrop of a man-made island surrounded by open water.
Kansai International Airport sits on a purpose-built artificial island in Osaka Bay and is operated by Kansai Airports, a joint venture of Orix and Vinci Airports. It is the primary international gateway for the Kansai region, serving as a hub for All Nippon Airways, Japan Airlines, Nippon Cargo Airlines, FedEx Express and the low-cost carrier Peach. For a visiting simulator pilot the appeal lies in its unusual island setting, its long dual runways with full ILS, and its status as one of the busiest and most striking pieces of civil engineering in Japanese aviation.
The airport occupies an artificial island roughly 38 kilometres southwest of Osaka Station, within the municipal areas of Izumisano, Sennan and Tajiri in Osaka Prefecture. It lies out in Osaka Bay, separated from the mainland shore, which historically allowed it to operate around the clock without the noise restrictions that constrained the older Itami Airport. A Terminal Control Area frequency (121.1 MHz) and an approach frequency (120.25 MHz) are published for the airport, reflecting its position within controlled airspace serving the wider Kansai region.
Kansai International Airport has two parallel physical runways aligned 06/24. The northern runway, 06L/24R, is 13,122 feet long with a hard surface, lit, and equipped with ILS on both ends. The southern runway, 06R/24L, is 11,475 feet long (11,474 feet on the reciprocal end), also hard-surfaced, lit, and fitted with ILS on both ends. Field elevation is 13 feet.
Radio services include Approach on 120.25 MHz, ATIS on 127.85 MHz, a Clearance Delivery frequency, Ground on 121.6 MHz, Departure on 119.2 MHz, and a Terminal Control Area frequency of 121.1 MHz. The Coastal/CLD frequency is 121.9 MHz. Tower services are split by runway pair, with 06L/24R worked on 118.05 MHz and 06R/24L worked on 118.2 MHz. Both runways carry ILS on all four runway ends, giving instrument approach capability to either strip from either direction.
Kansai International Airport was conceived in the 1960s as planners sought to relieve pressure on Itami Airport, which was hemmed in by dense suburbs, unable to expand due to surrounding mountainous terrain, and the subject of persistent noise complaints from neighbouring communities. After the contentious land expropriations associated with the construction of Narita International Airport, planners opted to build Kansai's replacement entirely offshore. An initial proposal to site the airport near Kobe was rejected by that city, and the project moved to a more southerly location in Osaka Bay. Construction of the artificial island began in 1987, presenting major engineering challenges: the site lies in water 18 metres deep atop 20 metres of soft Holocene clay, and roughly a million sand drains were driven into the seabed to consolidate it. A protective sea wall of rock and 48,000 tetrapods was completed in 1989, and three mountains were excavated to provide landfill material. The airport opened on 4 September 1994. Its original terminal, Terminal 1, was designed by the Italian architect Renzo Piano and remains the longest airport terminal building in the world at 1.7 kilometres. A second, 4,000-metre runway (06L/24R) was added and opened on 2 August 2007, giving the airport its current dual-runway configuration. The engineering lessons learned in building Kansai's island were later applied to other artificial-island airports, including Kobe Airport, Chubu Centrair International Airport, and Hong Kong International Airport.
Kansai International Airport operates 24 hours a day and functions as an international hub for All Nippon Airways, Japan Airlines and Nippon Cargo Airlines, as well as the north Pacific hub for FedEx Express and a base for the low-cost carrier Peach. The airport comprises two terminals, with Terminal 1 handling the bulk of international and domestic services and Terminal 2 dedicated to low-cost carriers. A major renovation and extension of Terminal 1 was carried out in phases, with a new domestic area opening in October 2022 and the wider renovation completing in March 2025, raising the airport's international passenger capacity from 23 to 40 million per year. In calendar year 2025 the airport handled around 34.1 million passengers, including 27.5 million on international flights.
